TriWest Rehab Referrals and Prior Authorization Explained

Separate eligibility, referrals and prior authorization when arranging addiction treatment through VA Community Care or TRICARE West in Las Vegas.

Quick answer: Eligibility means a person qualifies for a benefit. A referral directs them toward care. Prior authorization approves specified services under program rules. These are different steps, and completing one does not automatically complete the others.

When a family says “the insurance approved rehab,” it is worth clarifying exactly what has happened. An admissions office may have confirmed active benefits, a clinician may have recommended treatment, or the program may have issued a written authorization. Those situations lead to different next steps.

Start with the correct program

TriWest administers TRICARE West and VA Community Care Network Regions 4 and 5. The programs have separate processes. BetterChoice has an executed TriWest Institution Agreement, but admissions must confirm which arrangement applies to the requested service and individual patient.

Our TriWest rehab guide explains the overall admission process. If the program name is unclear, read VA Community Care versus TRICARE before sending paperwork.

How planned VA community care starts

Ask the VA care team about the needed treatment and a community care referral. VA determines eligibility and approves planned community care. Its official guidance describes finding an appropriate provider, obtaining a referral, scheduling the appointment and receiving an authorization letter.

The letter identifies the provider, approved care and period of approval. It is important to track the services and dates rather than assume the referral remains open indefinitely. VA states that services outside the authorization are not covered by that authorization. If more care is needed, the patient or community provider can ask about a new referral.

Certain urgent and emergency situations have separate rules. This article describes planned treatment and should not be used to delay emergency evaluation.

How TRICARE requirements differ

TRICARE referral requirements depend on plan and beneficiary circumstances. Some TRICARE Select services allow self-referral, but that does not eliminate every prior-authorization requirement. Active-duty members have additional considerations. Substance use rehabilitation and other intensive services need service-specific confirmation.

TriWest's provider guidance explains that the responsible provider or referring team submits necessary clinical information for services requiring approval. The patient should not have to invent a diagnosis or exaggerate symptoms. Accurate documentation helps the program evaluate the actual request.

What should you check on the approval?

  • The patient's identifying details are correct.
  • The intended provider and location match.
  • The approved service matches the proposed treatment.
  • The dates cover the planned start of care.
  • Any visit limits, review requirements or next steps are understood.
  • The relevant office has a contact for questions or corrections.

Ask about a mismatch before a planned admission. For example, an authorization for an evaluation is not automatically an authorization for residential rehabilitation.

What if the request is pending or denied?

Ask which stage the request has reached and what information is missing. A pending clinical review is different from an expired referral, an eligibility problem or a decision that a different setting is appropriate. Understanding the reason avoids repeating the same call without resolving the issue.

If a decision is adverse, request the explanation and applicable review or appeal instructions from the program. The clinical team can clarify treatment recommendations and provide accurate supporting information. No facility should promise that an appeal will succeed.

Who should coordinate the next call?

Before ending a conversation, identify the responsible office and the next concrete action. Is the referring team sending records? Is admissions confirming the facility's status? Is the patient waiting for a letter? Keep a simple record of reference numbers and dates.
